Government Agencies buying up Hollow Point Ammunition

It is very telling that the government seems to think it needs to buy up all the hollow point ammunition. We have had stories recently of various agencies, some which one would not consider in need of hundreds of thousands of rounds needing such ammunition.
There are two logical possibilities:
1. They believe they will need to use it against Americans
2. They want to prevent Americans from buying it and/or raise the price of it
